If absolutely nothing happens (no fans, lights or beeps), have someone look at your power supply.

Oh god......Check your RAM slots on the motherboard. Take the cover off or the side panel. Look for your memory slots and take ALL of them out. THEN put them BACK in, making sure you hear a "SNAP" sound to indicate they have locked into place. If you get NO results after this, then your GPU (Video CHIP) MIGHT be bad.

Optiplex 330, fails to POST and locks

When your computer emits beeps when you power on the computer, it's usually means that you have a memory issue. Try re-seating the memory modules and power on the computer. If you have more the one module, insert one at a time and power on the computer.

Optiplex 330 beeps 6 times, no display

It could be that either the graphics card or the memory modules may need to be re-seated. Those would be the first things to try.

If you have the Windows disc, put it in the CD/DVD drive, and let windows search for missing drivers, if you are running Linux OS, do the same, except you will have to manually search for the drivers.
