Sounds like you need to remove the starter and see what you can do to check it out.

How do you know the battery is fully charged? Simply hooking a battery up to a charger does not ensure that the battery is being charged. The symptoms you mention are indicative of a dead battery.

Bad battary, or bad connections to the battary, or bad earth connection to the chassis from the battaery or the starter motor is jammed.

Most likely yes. It will look like a car oil filter. It looks like a round can that is screwed to the engine.

THIS SOUNDS LIKE A THROTTLE CABLE LINKAGE PROBLEM.WITH THE HOOD OPEN AND MOTOR RUNNING RUN YOUR THOTTLE UP AND DOWN WHILE LOOKING @ THE LEFT SIDE OF THE MOTOR TO SEE IF THE CABLE IS FROZEN IN PLACE OR BROKE OR DISCONNECTED .HOPE THIS HELPS
