Hi, Samsung SyncMaster 2233BW does not support TV / Cable input (RF Connector). If you wish to connect Cable to the LCD, you have to buy a TV Box and connect Cable with your LCD through TV Box. (Cable TV to TV BOX and from TV BOX to LCD)

I would think it is your cable converter. Try hooking the cable directly to the TV without the converter. Pick some channels in the lower range and see if they have the same distortion as the cable converter. Thanks. Let me know what you find.
most USA monitor boards are set for 120 volt at 60 cycles you are using 240 at 50 cycles in India and most moniotrs are not changeable like a computers power supply, so no you can't buy another board here and expect it to work, unless you have an electric transformerconverter to convert 240 to 120, and change the cycles then it will work and if you need a board you can ebay the monitor and ask one of the sellers if they have access to internal boards for replaccement. Now even if you buy a board here in the us, that doesnt mean you have a working lcd monitor, most likely you have done massive damage to the transistors in the lcd panel iteself I would be surprised if you did not have 100 dead pixels if it even worked at all
