Can you wipe the toner off the page or smear it? Most likely the fuser has had the fixing film fail. Thus the crackling noise. You have two solutions, 1. replace the fuser with a ne or rebuilt one or 2. find a fixing film and replace it yourself. Both jobs require removing the fuser which means disassembling the printer. No worn picker cause it is getting past paper rego area and stopping at the fuser.Check to see if bottom fuser roller (orange rubber one under metal one) is wrincled or the plastic coating is coming off to the side If not then one of the paper path switchs is sticking sometimes down and not springing back (common) when paper has exited area.there is 3 or 4

SOURCE: OKI C3200 My printer has stopped
any of the minute piece of paper oor any dust particles are definately remained in the printer for sure.as because of that the gears are not been able to move properly and come to its exact position and showing this error.
or the other problem could be that there is a sensor in the printer that sence the paper in the tray .so that sensor is moved from its orignal position or broken while removing the paper jam.so its deticting that error continuously.because if its minor problem then unplugging the printer for sometime and then replugging it should definately help.
both the gear problem and the sensor problem needs your printer to be checked by qualified technician at your place.
it would not cost much as the replacement of sensor will not be more then 5$ plus the technicians service charge.

Unfortunately this may require and engineers visit. If you pull down the MP assembly by using the handle in the middle at the front of the printer you can then see a small "gearbox" at the right hand side of the transfer belt. This is common to feeds from both trays and could be worn. If you remove tray 1 and temporarily tape up the sensor arms to fool the printer into thinking it has a full tray installed, you can the test, by applying a little pressure to the feed roller, to see if it positively moves forward or if you are able to stop it turning. On a brighter note, you may just need new rollers instead of cleaning them.
