    Siemens WFXD8400UC Front Load Washer

The washing cycle is not working ... it's dispensing the soap but when it's in the washing cycle the machine was not spinning. We checked the belt and it looks okay.

I have never seen one of these washers or worked on one but I can almost bet you somebody is putting too much detergent in the washer.
Over-sudsing is the number one problem on these newer washers.
You must use "HE" (High Efficiency-Low Suds) type detergent--and use the correct amount.
Nearly all brands of "HE" detergent have incorrect instructions.

The correct amount is as follows:

HE: (2) Tablespoons Per Wash load

HE 2X (double concentrated) : (1) Tablespoon

HE 3X (triple concentrated): (1) Teaspoon

Turn the drum manually by hand and check if turning freely; if not remove the drive belt and turn the drum and the motor pulleys to determine where the restriction is coming from. Please indicate any message displayed on the display panel. Check also the drain hose for siphoning.

Turning the drum and the motor pulleys to
determine the source of the restriction is not intended to make the washer display the error code, if there's any, but merely to find what might be causing the drum not to tumble or spin. Please indicate if there's any restriction within the drum pulley or the motor pulley.

Unplug the machine for about fifteen minutes. When your fuse blown it caught in the middle of the cycle. By unpluging it will reset the machine.

Kenmore washing machine didn't spin @ end of cycle

If you tried a different cycle and it worked this means that the timer is probably bad on the main cycle that you use. If the machine does not spin on all cycles, then please check out the LID SWITCH.
