Consult your video card manual. If it supports pixelshaders - update the drivers. If there is no mention of it - yes, you need a new card. Or you could try some emulation software, but I do not recommend doing that.
PIxel shader unavailable would point to your video adapter being too old for this game. You would need to buy a newer videocard if your pc has a free slot.
Your video card is not adequate for this game. There are many different types of cards on the market and most new games require high end cards for all the shading and lighting effects. ATI and NVIDIA have exellent products and recommend upgrading video card.
Unfortunately, it sounds like you will need a new graphics card to run that game. Pixel shaders are built into the graphic card hardware and there is no way to download or install them. According to the games system requirements you need a 100% compatible Directx 9.0C card. If you post the make and model of your computer(or motherboard) I could recommend a card for you.
