CPU fan & PSU fan working but No display coming to the screen

There should be some sort of beeps then. No beeps is an indication the CPU or RAM is not seated properly. You need to refer to board manual if there are beeps.
There is also the matter of... Never mind I just noticed the CPU is an 8 core CPU, but the board supports quad core.

Why wont board recognize 1gb ram stick? are there

The Crucial website has the compatible RAM for this system, and they have Dell's full specs on your desktop. If you are trying another brand you might have an incompatible stick of RAM.
Some PC's are very finicky about what RAM will work with them.
Here is the site (complete with price list) for your model.
http://www.crucial.com/upgrade/compatible-memory-for/Dell/OptiPlex%20GX260%20Series/list.html

If you are hesitant about buying another module, you might also want to test the module in another PC or try a different 1GB module in your computer.

Motherboard acer A1100-B1300A.... ????

Knowing the model of the mobo will not do anything if you know it takes
DDR2 5300.

And you can find tons of 1GB,2GB,4GB sticks.

If you want to know what memory MFG are compatible with you system
go to the Acer website.

As you can see at the website I posted below there are a lot of memory you can get.

Here are 12 different brands of 5300 2GB sticks of memory.

If your sure the motherboard takes 5300.

I just installed a new memory board in my computer, and now it wont power up on the front of the machine, I have a ocmpaq presario , green light is on in back and fan is running but nothing on the front.

wait, is this a laptop or desktop? i have a compaq presario laptop that has a green light on the back (i dont know why its on the back)

but the way you said it, it does sound like your talking about the desktops

try removing the stick of ram and try booting, if it does, search your specs for that certain computer on google and find the maximun amount of ram your mobo can handle, and try updating your bios firmware and then try the stick of ram again

I would like to install more RAM on an evesham desktop PC. There is no tech support now - how do I determine what spec RAM to buy?

You need to check that on the momery installed on your computer or if you can find the brand and model of your motherboard(mobo) you can find what memory you need by going to the manual of the mobo (you can go to the mobo's website and check the manual, it will list the compatible memory module fo your mobo).
