Sometimes wireless phones will interfere with the signals. If the router or PC is anywhere near a phone, it might have a problem. I have one wireless network card that gives me fits like that. I have yet to get a PC working with it. I have other wireless cards that work fine. I also switched to 5GHz phones, which helped my old laptop. Check to make sure there's not a conflict with the encryption used by either the dell or the router.
go to start-control panel-internet options-connections-lan settings-and make sure just the top box is selected for automatic detect.the rest should not be checked unless you are on a network...at home i dont think you would be on a network.
is the wireless network adapter driver installed on your pc? if its properly installed you have to reconfigure the wireless network adapter to your belkin router. wireless usb adapter should obtain the ip address from your belkin router
