Try cleaning the filter. You need to remove the flow indicator by turning counter clockwise, lift the rotor and the filter out. Clean the filter by back flushing it. It's best to place a wash cloth over the drain so the you don't have to worry about dropping the filter.
The other thing that may be wrong is the tank isn't seated completely. Just remove the tank and reseat it.
First check your filters. The Customer User Guide says to clean them after each use. There's two: The Water Tank Cap filter (looks like a screen) remove it, clean and reinstall, and the Flow Indicator: Turn the Flow Indicator Cap counter-clockwise and remove. Are you following the instructions for using the cleaner carefully? The machine has to be pulled backwards (towards you) at a steady pace in order for the vacuum to pick up the water that is dispensed. Do not use it like a normal vacuum cleaner - that will not work.
You need to start facing a wall, and pull the cleaner towards you, moving at about one foot every two or three seconds. The vacuum will then pick up the water that has been dispensed and the carpet will be damp but not sodden.

Try it just using cold water only. If this now flows ok the water you are putting in to tank is to hot causing pressure to build up in tank which which causes the plunger to not be able to push hard enough against valve in the tank.
