You are saying that you have changed the Toner Bottle? Or the fotoconductor Unit (or drum Unit)?
Is your machine cleaned? What do you mean about spotty? Is it with dots?
From what you are saying i can only think that your drum unit Bk is faulty...

This code refers to a Main Motor Locked. Almost certainly is an overload.
Try to change the Fotoconductor Unit.
There are been reported several problems with this machines. And the main reason is a defect in the Fotoconductor Unit.
If you still have a old one or eventually a new one try to change it and your problem is solved.

There can be only 2 thing that make this symptom. PCU (fotoconductor unit) or fuser unit.
First of all lets identify what unit is defective.
Can you identify the fuser unit? You can open the right door and in the top exit you will see a blue plastic gate and you will notice that it is hot. Ok, that is the fuser.
Open the blue plastic gate and with a light see if the 2 tubes are completely black. If you see marks there is your problem.
If the 2 tubes are all black (with no marks on it) the problem is in your PCU (fotoconductor unit).
The PCU is next to the toner bottle. Open the front door and you will see it.
In all cases i advise you to call a technician (if you don't have technicaltraining of course)

You have a corrent leak in the charge roller.
In the best scenario you could have dust in the contacts of the PCU (Fotoconductor Unit).
Try to take it off (PCU). You will see a metallic pin in the back. Clean it whit a dry coth.
NOTE: Resetting the photoconductor counter/page counter should only be done whenever you replace the photoconductor unit.

you can buy a replacement fuse and install it in your current photoconductor and reinsert and away you go. you say how, well i have carried out this proceedure twice already and still printing well.
my printer is also a c1900 i purchased my fuse on ebay for a fiver and it came with full instructions and photos on how to ( is is easy ) also inc was information on saving tonner which also works. since then i bought a replacement fuse at my local electrical retailer spares department and am currently using this one as i said i have changed fuses twice now. i hope this works if not contact me and i will copy that which i have.

Reset Procedure(s) after putting in new Photoconductor kit Resetting the Lexmark E340/342 (display type) machines 1) Turn the printer off 2) While still off, press and hold the SELECT and RETURN buttons. 3) Keep both buttons pressed, and turn the printer on. Continue to hold both until either “Performing self test” or “Config menu” appears on the display. 4) Release the two buttons 5) RESET PC CNT should now show on the display. If it does not, press the left or right menu buttons until it does. 6) Press the SELECT button once. “Resetting PC Cnt Value” should show on the display. 7) When the display shows CONFIG MENU again, turn the printer off. 8) Turn the printer back on. (Do not hold any buttons down this time). The printer is reset. You can confirm the counter was reset by printing a “menu settings page”.
