It sounds like the belt that drives the drum may be broken

The dryer drum will not turn, even manually with the belt removed

Sounds like something became wedged against the drum. Maybe a bearing?

GE DWSR463EGWW electric dryer takes forever to dry clothes. Heating element comes on but then goes off. Where do I locate the thermal fuse if that is the problem.

The thermal fuse only shuts off the elements if the proper air flow isn't acheived. If the clothes are hot but still damp after the drying cycle then you have a blockage in the dryer exhaust either at the hose at the back of the machine or in the lint filter area. Check both and clean and your problem should be solved.

Hope this helped you

I have a GE DWSR463EG2WW dryer 3 months out of warranty. Heat element comes on but does not start up and drum turns. There is a slight buzzing type noise. But no turn of Motor ?

sounds like your motor start capacitor is defective, its usually mounted on the motor case and is cylindrical in shape and will have two wires coming out one end, unplug the unit and then take an insulated screw driver and short the two terminals of the cap before touching in case it still has some residual charge remaining
