My neon has been working fine until recently when the screen turned white. I can still barely see some things, like the black text when you first turn it on, but other than that is is just white. It looks normal when off, I haven't dropped it, nor has it been exposed to water.
It sounds to me you need to purchase a new lcd screen. I had the same problem. I bought a new one off ebay for $20.00. That's the cheapest place to purchase one. If you tried to go through LG it would cost as much as a new phone does. The problem is the backlight is bad. Purchasing a new screen will fix this problem.

It's probably the small interconnecting cable (flexible circuit board)
between the main board and screen. This component often fails due to
the sliding design of the phone. You can get an inexpensive
replacement on ebay (just search for Neon phone parts usually out of
China around $2.50 includes shipping) but you'll need a bit of
technical support to put it in if you aren't comfortable with taking
your phone apart (14 screws). It's not difficult but a bit tricky to
get the cable connected back to the main board (do the sub board
connection first). I've done this on an LG neon that was in the
recycle bin (I'm sure that's where most currently are) and it worked
fine, but it's still a poorly designed phone.

In household wiring (AC) there is really no positive and negative, they are hot and neutral and ground.
Wire black to black, yes. But the green one is the ground and if you wire this one wrong you've got much trouble.
In the box where the dimmer goes there should be two of each wire, white, black and bare.
Join the two whites together and tuck them into the box.
The bare wires and the green screw all go together. Cut yourself a length of spare bare (ground) wire, marrette one end of this together with the other two bare wires, turn it round the ground screw in the back of the box and tighten it down, then join the other end to the green screw of the dimmer. This is a "pigtail" and it makes things easier in many situations. Tuck this into the box.
Last, join black to black.
I recently had trouble with the LCD Display coming up with a black screen. So I mailed it to Fuji with a letter explaining the problem. About 3 weeks later I got it back in the mail and it seem to be working fine until a month later. I turned it on and the LCD display show a black screen only now it has white lines. I'm so incredible mad and extremely dissapointed in Fuji. Reading online I have notice many people having trouble with Fuji Products. I WILL NEVER BUY a Fuji again!!!
