For best picture, you need to set your PC video resolution to 1280x1024, 60Hz
Right click on desk top to bring up the display properties, select Setting tab to set the resolution, make sure you do have correct video card driver installed in your PC otherwise you may not be able to set the resolution you want.

Wide screen monitor distortionDepending upon the screen resolution that has been set inDisplay, the image will be distorted on these large wide screen monitors.
Create a large circle image using a draw program such as Paint (hold down theShift key as you create the circle as it will draw a perfect circle).
Open Control Panel - Display - Settings tab and adjust the Screen resolutionslider, increase or decrease the screen resolution then bring the circle imageto the front and check the image, if the circle is still distorted then changethe screen resolution and check the circle again until you are satisfied withthe image of the circle. When you are satisfied then click apply.

My monitor makes my images unproportional. If I draw a 6'x6" circle it looks oval. When I change the screen resolution to less everthing is too large and it still makes my objects look off.

Have you changed the default screen resolution.
Flat screen monitors are meant to work only on the default resolution. If you change it, then you can get problems like you are having

When I use my 19" tv monitor as a computer screen, the display seems to be too large for the sreen. I have to scroll left and right to see the whole picture. please help.

this is a graphics card issue. you need to google search for a driver specifically for that tv resolution. Other options will be to check the tv can be set in computer mode. or change to wide screen option to enable the entire view to be seen. Have a play around its an easy fix.
