The solution for your problem might be a little complex, but, to begin with,
go to Internet Options (in Control Panel), then go to Connections tab. Click on LAN settings and uncheck the option "use a proxy server for your LAN...". Press OK on both windows and try connecting to Steam.
If it failed, next step will be to download and run .SuperAntiSpyware
Next, use LSP-Fix tool to remove any malicious Winsock records.
If it still doesn't work, download and run HijackThis.
Select "Do a system scan and save a log file" - then post the log here...
