Question about Water Heaters
Hi .. I would suspect the thermostats. If the bottom Tstat is not working then you would have just warm water. For water too hot, check the tstat settings, should be about mid scale. Check the mounting of the tstats, the back of the tstat must be in full contact with the metal tank surface. If the tstats are loose then they are not sensing the real water temperature in the tank and will overheat.
