Mostly it's a hardware issues or the rubber that supports the keys may be defective or going bad. If you know how to open your PSP, open it and see if the rubber is still okay. If yes, then check the circuit were the rubber is being press. Clean it with an eraser (yes a pencil eraser is helpful)
