So I have the same amber light problem folks mentioned here. I purchased a new power supply and the connector to the mother board only has 20 pins. The mothere boars has 24. Will this be an issue or will it work.

It's an issue. Please do not rate this answer. Dell support is the worst. Search the Internet for other vendors who sell Dell parts. It's a growing list of competent companies.

Amber lights at the front of my dell dimension cant boot up

This can mean various things, but I've had a few of these happen and it's usually caused by a failed power supply. Calling their tech support they will ask you to remove memory and disconnect hard and optical drives then try again. If it still is amber, it's a power supply.

Blinking amber light and wont boot up.

if the power button was blinking amber, unplug your tower, and hold the power button for 30 seconds to 1 minute, to use any excess power stored in the capassitors in the pc. this was told to me by a dell tech, it is a small issue with the 3100=E310, and 5150=E510 Dimension desktops

Steady amber Power light

You are looking at a new mother board. I would take it to a certified technician shop, so they can run a stress test on the motherboard for final benidiction.

You confirm all the connectors are properly connected. Check the power supply connector and the power button connector. Remove the cpu fan connector and refix it properly. Ther is no other chance for failure.
