I found that if the water is not hot enough it won't create the suction needed for the water to spray. If you have use it in the past it could be that the water tubing could be clod.
You did not say which tank, the clean water tank part number 2035537, the recovery tank # 2035522 . You might try bissell.com to see if you can order them online, if not, they can tell you who to check with in your area.

But you put you cleaning solution along with hot water in the upper tank, the bottom tank sucks up the water as you clean. Pull the trigger to dispense clean while pulling it back towards you, push it forward and repeat until done. If that link doesn't work, you can call Bissell and order a operator manual.

the problem is that after used you have to run clear water through it. the reason is that once you put it away there is still soap inside the tubes. after some time the soap gets hard and clogs it. in the case of the machines that have the heat the heater is also full of hard soap.
