You probably have Daemon Tools, Alcohol 100% or similar program running in the background and game copyprotection wants it to be turned off to allow the game to run.

I am an english teacher and purchased last year a cd from cambridge university press. The cd still works but it is starting to fail. I have tried several softwares to make a virtual image copy but when I...

By the error you are describing, at first glance, it does not seem to be the ISO (virtual image copy) file that is faulty but the emulator itself...
Uninstall all emulators you have and install DaemonTools Lite Restart your computer after installation. On your SystemTray (left to the clock) it should appear the DaemonTools Logo, click it to mount your ISO. Test it
If it doesn't work, try another copy program. I find ImgBurn a very powerful opensource tool for this kind of operations.
Finally, if it still does not work, i must remind you that you can copy the contents of the CD directly to your pc and run it from there. If the cd has errors (scratches or such) the optical driver will try to correct them and in a cd copy (an ISO is just a copy into a file that should be emulated like a disk itself) the errors will be copied as well.
If you copy the cd into the computer, the computer will try to fix the errors alongside the optical drive itself. If the cd is still working this procedure should save the contents...
Once you get the contents from the disk to your pc, you can make an ISO directly from the files on your computer, or copy them to a new cd... Remember, copying a cd is not illegal if you have the original and is for backup purposes only.
Hope this helps, if not contact me.

I bought act of war direct action in 2009 through steam and it worked fine for a while now when i try to launch it it wont launch and every time i verify integrity of the game it says its always missing...

If you are checking the integrity, STEAM should replace the file if it finds a missing or changed file. I am not sure why it would not.

If its not letting you fix the file from the integrity check, find any saved games you have (could be in my documents folder if not in steam) and re-install the game via steam. Right click - uninstall, then install. This will fix the problem.

I click on the shortcut and it starts to load and then it says to unlock act of war direct action and then it says the exe file is not working and shuts down

First uninstall and reinstall the whole game. Then make sure you have the latest patch V1.06. If that does not help here are good instructions for installing AND running the game as administrator and with compatibility mode (if you are running Vista or Win7:

Is it impossible to run Act of war Direction Action on Windows 7?

It is not impossible.

*install patch V1.06
*close all other programs running on the backround
*run the game with with administrator account or with administrator rights
*run the game exe with Windows XP compatibility mode (if you are running Vista/Win7)
*There are a lot of reports that this game will not like more than 3GB of RAM
limit RAM size to 2GB by editing Win XP (boot.ini) or Vista/Win7 (bcdedit) or by removing some memory sticks

My computer restarted and now I can't play it.

You cant install because you must have Deleted the files associated with the program. Now you need to clean the registry of the program so that you can install a fresh copy.

This should work:
