Norton does not have a feature to transfer the software from one operating system to another..

you will need a installation cd to install and download the software and then update the same via internet

I suggest that you don't transfer a non-working anti-virus to your computer. Why transfer it when you can get a new one. You can download and install a new Norton to your other laptop by visiting Norton's Website. Click here to visit Norton.

you need the installer for the norton antivirus. you can not just transfer the AV from the old computer to new computer. provide the installer on AV.

According to licences agreement you can use the product in only one machine but ..... if you have installed norton from a CD you can install in on more than one computer....without any problem.... but it is illegal... and the answer to your question is no...
