The rack that I think you have should allow you to use an inner tube by loosening the q/r lever adjustment.
One other idea would be to mask off the part of the seat post where the rack will be mounted and then apply a spray adhesive of the type that forms a temporary bond when applied to one surface. That may help avoid slippage.

We bought some Schwinn panniers and have tried 3 different racks (2 Schwinn and one Bell). The panniers do not attach securely to any of the three. Is there a trick to this? The hooks on the panniers...

Most panniers have adjustable connectors for different racks. Schwinn may make a specific rack for your pannier. I recommend Ortlieb packs and Tubus racks.

Go to your local bike shop with your seat post, they come in all different sizes, so you need to bring it with you.

I cant get the stingray bike seat tube out of the frame.......... heeeeeeeeeeeeelllllllllpppppppppppppppppp mmmmmmmmeeeeeeeeeee

Don't get your hopes up too much because it is seized up. You can try some rust remover around the outer seat post and let it sit for a few days, keep pouring more each day. After that try vise grips and a bench vise. Patience is a virtue, but sometimes that doesn't even work. Had to junk many a old classic for the same reason. Good luck.
