Try another charger, yours may be faulty. Alternatively,the battery may need replacing as it is no longer holding charge, these can be obtained very inexpensively from Ebay and you will just need a small cross head screwdriver to remove the cover on the back of the DS lite, then tap the unit in your hand to dislodge and remove the battery.
Ok I know what has gone on here as it had happened to my DS-Lite as long as you bought a genuine DS from here in Oz or which ever country you live in and not 1 from China Etc as 99.999999% of DS consoles from China Etc are fakes
First Of all the problem is that the battery pack has failed completely the molecular structure of the battery is breaking back down into it's original state and when you recharge the battery pack it can not excite the molecules enough to completely charge as some of the molecules are dead and such will decrease the performance of your battery. You will need to buy a replacement battery pack or as it is a new console it should be covered under warranty as on a full charge on my DS Lite I can play for 15 hours+ non stop playing.
Ok the fix is very easy all you need is a small star screwdriver.
Step 1. Take the small star screwdriver and undo the screw that holds the battery compartment closed and take off the cover.
Step 2. Take out the old battery and set aside for proper disposal.
Step 3. Place the new battery in the battery compartment it should only go in 1 way.
Step 4. Replace the battery compartment door, replace the small screw and tighten.
Step 5. Charge the battery pack until light goes out.
Step 6. Play away my friend as now you should have fixed the problem.
Please Note that the time difference between consoles playing time depends on the actual ds console.
DS & DS-Lite are your better performers battery wise at up to 19 hours continuous play. DSi to the current DSi-XL 3DS will vary from 3 to 6 hours due to the extra power needed to run the cameras etc.
All you need is a small phillips screwdrive. Use this to undo the small screw and then the cover will come off. The battery is also very easy to take out, just be careful not to damage the pins inside when you remove the battery.

1. Use a small screwdriver to unscrew the back cover. 2. Remove the battery. 3. Wait a few seconds. 4. Replace battery. 5. Turn on DS. 6a. If you have to re-enter your nick-name/time and date etc, it has worked! Go to 7. 6b. If not, remove the battery again and wait longer. 7. Replace cover and screw back in place.
I need more info, does it power on and stay on? if it stays on, its not your battery its something else. did you drop it? i dont see how both sound and video could go out at the same time. If video or sound is not working its probably something microsopic inside and it would be very hard to fix.I suggest just sending it to nintendo they'll fix it (actually they'll just send you a new one) for 60 bucks.
