Right click on the program's icon and then click on "Run as Administrator". On the next screen, click on "Yes" and then carry on with your work.
Click start, right click "My Computer", click Manage, click Contiue(if you see any), Click Device Manager on the left-hand side. Now, on the right-hand side, click + sign in front of the USB controller. Now, right click on all of the options and click Uninstall on all of them. Now, restart the computer and connect your USB.

So I tried your solution but after I restarted my computer and opened the PC Relocator, a window popped up that said "Serious Issue Reported" and basically that I needed to be an administrator on this computer in order to run this program. This is a brand new laptop and I am the only person registered on this computer.
I can reach the desktop. The message says "Serious Problem Reported: Relocation of programs and settings requires 'Administrator' rights. Please be sure you are logged in to this PC as an Administrator or Owner." There are 2 options: Help or OK. Help takes me to troubleshooting and OK closes the program down completely. I tried to log off and log back in, but that did not work. My system is Windows 7.
