The blocking as you are referring to may happen at different levels. it could be a switch or router being used, it could be software installed on the computer that only allows certain sites to be browsed or it could be a proxy which is full-blown up hardware/sofware device that filters web content for security porpuses. it's not something for which you can get a code for, unless your are referring to sofware and some power-user that is not limited in which case your search is a needle in a haystack.
what ever the case is you may want to use something that makes your browsing to be anonymous, it may add delay to your browsing but it may work giving you some or full access, simply go to one of the links, there will be a filed to type the webpage you want to visit, and try to see if you can access the desired webpage.
