Question about Toshiba 26HL83 26 in. LCD HDTV

Unit will not power on... unit relay continuously clicks but does not power up.

Thanks for using FixYa. From what you have described it seems the issue is with the power board or the main board and we’ll need to check few things. When you open the unit up; take a look at the power board-the board where the power cords/plugs goes into. You might see some filter capacitors a little bulged up in the top-If this is the case-this is your defective part(you can try to replace them-but some soldering equipment is needed). If not, then probably the main board has gone bad. This is the other board-where all the inputs are going into. All this is only recommended if you have electrical expertise and know how to solder/re-solder components. Please note that the TV components consists high voltages even when in off position.     I don't notice a bulge on any of the caps... I understand they can be bad without bulging.... What may I do to test the caps? I have a multimeter if that will work.

    Yes right test them and also check if power is getting to the power board, if yes then check the main board.

    is there a document I can have that lists the capacitors in the board and the correct values for each? Also, how can I determine if power is getting to the board as you suggested? Note: I do hear a distinctive clicking sound eminating from components in the power board (the board that the power chord attaches to)

    The clicking sound indicates that they are bad however, you can buy a service/repair manual online. Please do accept the solution if the issue is resolved or post a comment for further assistance.

How do I check EEC relay without interchanging with another relay?


Put power and ground to the outer small pins, It should click. When it clicks you should have continuity between the bigger pins. Check it with an ohm meter. No clicking, bad relay. It doesn't matter which way you hook up power and ground.

If it is tripped, then turn off your central vacuum unit and reset the circuit breaker. Then turn the central vacuum unit on. If the circuit breaker trips again, then refer to the following:

IT'S MOST LIKELY THE START RELAY/OVERLOAD PROTECTOR ON THE SIDE OF THE COMPRESSOR. UNPLUG UNIT AND PULL START RELAY OFF AND SHAKE. IF SOUNDS LIKE IT'S FULL OF GRAVEL IT'S BAD, OR GET VOLT /OHM METER AND CHECK CONTINUITY BETWEEN THE START AND RUN TERMINALS ON BACK SIDE OF RELAY, WHILE YOUR THERE CHECK CONTINUITY BETWEEN THE BACK SIDE OF OVERLOAD AND WHERE L1 WIRE COMES IN FROM THE HARNESS. IF ALL THAT CHECKS OUT THE COMPRESSOR MIGHT BE BAD OR DRAWING TOO MUCH CURRNET FOR THE FACTORY START DEVICE. YOU DIDN'T NOTE A SERIAL #, SOME OF THOSE MODELS WERE UNDER RECALL FOR THE RELAY/OVERLOAD PROBLEM.

The unit wont power up it is stopped at the first power relay. iT SEEMS THE POWER RELAY IS BAD. cAN IT BE FIXED


If the power relay clicks, this means that the coil is good but the relay contacts may be dirty (contacts need to be cleaned or the relay replaced).

If the relay does not click, then it might be a bad fuse, a bad relay coil or a faulty relay drive circuitry, no power to the relay drive circuit, possibly an internal overload or a short somewhere in the unit which causes the unit to stay off to protect itself from further damage that might occur if it had turned on.

Unit runs fine until it reaches temp and then you hear relay clicking and the compressor tries to restart and hums and the relays continue to click. If you shut it off for a few minutes it runs fine until...


Sounds like either the temp unit or sensor may need to be replaced. You should also check the resistance of your relays with a multi-meter to check that they are not causing the problem. Checking the power from power-supply would probably be a last thing to check for.

Clicking sound - not cooling


The problem is most likely the condenser fan motor at the back-side/bottom/right of the unit. If this fan is not turning, unplug the connector to this fan (inside the protective cover on the wires near the fan)... if the clicking stops, then this fan needs to be replaced.

What is happening is that this fan has failed but continues to draw a heavy load from the circuit board... It draws enough power from the circuit board to drop the voltage on the circuit board to 5-6 volts and the relays on the board open up and disconnect the power to the fan. The the voltage jumps back up to 12-13 volts and the relays turn back on causing the voltage to drop again and the relays to open.... ON....OFF...ON...OFF..... thus the clicking!

The exact part number for this fan may vary depending on the model and serial number of your unit... My model is GBS22K-BRBBB and the fan part is WR84X10055 and should cost $60-$70 though I have seen it being sold for as much as$130.
