That's fine as long as the wheel spins freely and not stopping the wheel from turning. You can loosen the nuts a bit so it would have some play. If it does affect the wheel from freely turning then you've set the tension to much. It's the same concept with automotive brakes using a floating caliper, one side will release more than the other although not hindering it's operation.

How do you put it together?

No instructions?

A wheel at each end, the one with the cog at the back. Head stock and handlebars at the front, and saddle at the back end. Connect pedals, note they have one on the left and one on the right and are marked as such. One tightens normally clockwise and the other TIGHTENS ANTI-clockwise. Adjust the brakes using the adjuster on the side of the brake mechanism. Check everything for tightness, check brakes and ride.

How do I assemble a Stowabike City Compact Folding Bike

"Before riding the Stowabike for the first time you have to assemble the the handlebars, front wheel, pedals and the back rack. All the instructions how to exactly put everything together will be delivered with the Stowabike." See more assembly info in the link below, where the above text originated.
Stowabike 20 City Bike Compact Folding Bike
What's most important is the adjustment done once the bike is put together. For safety and proper operation the brakes and derailleurs (shift system) need to be properly adjusted, and sometimes the hub bearings as well. You may want to have a bike shop assemble it, or see if your community has a bike co-op, where you can use their tools and get help.

How do you unseized clutch plates gl1000 75 sat 10yrs creepy in gear

HiClutch not disengaging
Make sure cable has only a couple of mm play. If unable to adjust at handlebars then adjust at clutch endA quick & dramatic way to unseize clutches is to put front wheel up against a wall or similar, bike at 90 degrees to it, front brake on, with full riders weight on seat, in neutral hold clutch in & handlebars straight, rev her up to 3 - 4000rpm, brace your arms & dump her into 1st gearThe shock will generally free-up even a completely seized clutchThe other option is to strip & clean the clutch plates

Rear brakes misaligned

One side of a center-pull brake can be adjusted by tightening or loosening the cable itself (the side with a screw holding the cable in place)
The other side will have a small screw to adjust the tension on the spring.
Sounds like you need to adjust your spring tension screw.

Give it a full (360-degree) rotation and work the brakes a few times. If the problem is worse, then you need to adjust it the other way. If it's getting better, then you're getting closer.
Make several small adjustments, and work the brakes a few times after each one, and you should be all set.
