Did you check CCFL lamps inside yet? If not, you should do that as well.

I have a Dell E173FP 17" monitor. The screen goes blank after a few seconds. When I press the on/off button to turn it back on, it comes back on for a few seconds and goes blank again.

Look for bad caps, shorted transistors, fuse, cold solder joints.
If you are going to DIY and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed DELL monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums

I have a problem with a Dell e173fp monitor. On power up, the power LED goes green and screen flashes on once very dimmly, then goes black.

Look for shorted out transistors (4) (c5706/5707) in the inverter circuits, this is common problem, post back what you see so we can guide you further.

C5707 on 17" LCD DELL Monitor E173fp

You really need to replace all 4 as well as the 2 FU9024 chips. The solder is also bad in the inverter area especially around the 4 transformer legs. Check here for Instruction videos as well as parts and repair kits for that model.

My solution: I searched many posts. My LCD also went black after 10 minutes or so, and green led was still on. Then i had to press power off and on to display again for minute or 2. I used reset function in its osd. And problem is gone! Yai!
