Check their website or send them a support ticket. They'll likely give you a better answer than what you'll get here.
If not, they might update the bios so you can.

How do I upgrade an AMD Phenom II x3 710

I suspect you mean the Motherboard that has the AMD Phenom II x3 710.

If so then find specifications on that motherboard to see what better, faster? CPU is compatible with it.

4th Core is Disabled by AMD and you need to know how to enable it?
Maybe this can help.
Overclocking Phenom II x3 710 2 6GHz to 3 5GHz unlocking 4th core

Is the Am3+ socket also possible for sapphire AM3RS890G2?

am3+ socket is what the socket is listed on the motherboard, so if you have a CPU that fits only AM3+, the CPU wont fit it unless directed by the CPU manufacture seeing that AM3+ is for AMD processors only if you have a older AM3 CPU it might fit the AM3+ motherboard if listed, this paticular model only lists AM3 and fits Sempron, Phenom II X3, Athlon II X2, Phenom II X2, Athlon II X4, Athlon II X3, Phenom II X4, Phenom II X6

Power Supply is ONLY 300 Watts?

Yes, the Power Supply is too small IMHO.

Is there also a graphics card you have installed, and not stated?

This probably sounds like a really stupid question, but, are the ( + ) wires red and the ( - ) wires black/ground wires. I forgot, it's been awhile since I studied this stuff.

This is going to be very generic, but I hope it helps.
In dealing with power supply power cords the 3 most common are:
Yellow: 12v Red: 5v Black: ground
I hope this is what you were looking for!

I bought a MSi 790gx-g65 mobo and an AMD Phenom II x4 940 which is am2+. Everything I've heard about this mobo is that it's am2+ and am3 capable, will the Phenom II am2+ I just bought work in this mobo?

Yes it will, but you'll need to update the bios to the latest one in order to be sure the processor is recognized. The 790 chipset will make that board an excellent performer with the Phenom 940. Give it as much dual channel ram as you can afford, up to the max of 4 gig for a 32 bit O/S or 64 gig for a 64 bit system.
