Boot into safe mode by tapping the F8 key, select the option "best last known start that worked" reboot. If no go you will have to boot with Windows CD in and select reload Windows WITHOUT FORMATTING, this will reload Win and save all files EXCEPT you will have to reload all programs.

Dell latitude e4300 does locks in the windows xp screen and the lock-9 sign on F4 is turned on. what do I do?

try booting to the safe mode, or last known good configuration (F8 At boot)
if you can get to either then maybe try a system restore to a time when the system ran correctly.
You can also run diagnostics by holding the Fn key while pressing the power button on a cold boot

The issue seems to be more software conflict in Win 7. I installed Pcleusb.exe and it blue screened on just about everything. But all is not lost, I have managed to get the DVC 80 to work using VideoCap.exe. Very basic but at least it allows you to to record/capture in either AVI or WMV

Windows stop and nothing happin

hi If able to load win XP or any operating system that mean your system is booting and is in good condition. if there is issue with load of OS in normal mode then you try using last used configuration. follow this steps
1) keep press F8 when bios screen goes off until you see win xp option
2) then choose "last used configuration".
it will try to boot the system even though the system does boot properly then repair the os by booting xp dvd or cd from cd & dvd drive.
i hope this will resolve the issue.

It may not be compatible with XP. Look on the back of the case and check which OS it is for. Sometimes the websites that support these have a patch for when you upgrade. I have had this problem with some of my software every time I've upgraded Operating Systems.

LOCKED ON:
Virtualization Locked On
This processor's advanced hardware support for virtualization has been enabled and "locked on" to prevent virtual machine penetration compromise. This was probably done by your system's BIOS or by whatever desktop virtual machine system you are using, if any. But if neither are the case you may wish to determine what has done this since it could be a sign of an advanced root kit compromise.

See if you can run virutal machine "VMware" tiral

I know Microsoft Windows XP Mode uses terminal services
check your windows services.

otherwise everything "should run"
