When that happens it is usually better to replace your camera. Image sensor is broken. You can TRY restoring your camera to factory settings.

I have a Panasonic Lumix FS42 with an sd memory card. I cannot download the pictures from the memory card onto my computer even when the memory card is changed into a different camera???

Try NOT connecting your camera to your computer.

The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.

Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo cataloging program.

I have a panasonic DMC-FX5 memory card error

I'm assuming the slide switch on the side of the card is in the unlocked position. Have you formatted the card in your other camera or does the card contain pictures taken on the other camera? This could be the problem. To get the card to work in your FX5, download any pics from the card to your computer and then, format the card in the FX5. In the future, don't use the card in more than one camera.
