Question about Samsung LN-S4051D 40 in. LCD Television
The pixelate pattern is usually symptom of either a signal problem or a digital video problem.
After the fault occurred the TV went in protect mode. When this happens the TV goes in standby and does not respond to controls.
First ensure that it is not a temporary problem or a problem caused by a bad cable or by the connected devices (Receiver, DVD etc).
Disconnect power and follow the troubleshooting in this article: Protect mode.
If that does not worke, then PSU, input board and main controller board must be tested.

When on protection the higher voltages are shut down from the main board. Only +5V is left on to keep the TV in standby.The PSU is tested jumping its control lines to higher voltages and reading volts.
This test must be done by a trained tech.
If the PSU is working on all voltage, in your case next part that can be tested is the input board. The patterm may have been caused by an input problem. The input board has few components, and it is tested at component level. Looking for shorts, or blown components that show no continuity on the multimeter.
If the input board is fine, then the main controller board must be tested. The main controller board includes the digital video and all the control circuits. The best way to test the main controller board is by reading volts on the diagnostic pins indicated on the service manual.
The other parts comprised in the TV are Tboard, inverter and IR board. This can be tested after the rest, as this are unlikely faulty.
