some times when you are in safe mode just turn your power of at the mains, not by the laptop on and off button.
this some times re,sets it to start in its windows.
when you start in save mode you can pick to start in safe mode with internet.
or when you restart your laptop,,pick start windows normally.
or when it last worked ok.
To start your computer normally you must choose either of that options but the only thing you must choose is the start windows normally so that all the settings from the previous working settings will be applied in your windows start up.
who ever fixed your laptop must has done some thing that has led you to this issue....it's just not possible that you wont have Safe Mode, it's one of the inbuilt safety system of Windows OS....press F8 to get into the option to go to Safe Mode or.....Normal mode of operation.....
You need to press F8 before the Windows screen appears...after you switch ON your laptop.
switch on laptop. Press F8 continously until you see safe mode screen, select safe mode and press enter. start it and see if it starts with safe mode. and delete whatever you install had affected laptop and restart it normal mode back
when it comes in safe mode ,Goto start > Run > type msconfig and hit the enter key
Goto Boot option > uncheck safe boot and restart .It should start in normal mode now...
