If this is a 4 stroke engine that your scooter is using, then for Ca, it will utilize a catalyst to aide in emissions reductions. Long story short, if you remove the exhaust and it runs great, replace the extremely hot portion of the exhaust and all should be back to normal provided that nothing else has been tampered with(i.e. timing, fuel delivery, etc.). Your exhaust is plugged and that's why the hose is blowing off. This will also back feed into the engine and restrict performance and acceleration. Let me know what you find.

Hello my name is Heat it will be my pleasure to assist you. The problem is the catalatyc converter that is required for california emissions is plugged up partially or completly What you can try to do is put it on a block or the kick stand and run it full open to heat the **** up in the converter till it blows out it will stink real bad like rotten eggs. If this doesn't help you will have to replace the converter which is most likely welded into the exhaust.
