Question about Dell Latitude C640 P4 Mobile Notebook

It started when i started using the TV card (PCI). when the tv card is inserted the processor fan will start making noise and the same part becomes hot. from time to time it was failing to switch on but i would try to start it several times till it comes on. the problem persisted untill it eventually stopped switching on

With the tv card installed the PC might have problems maintaining the correct voltage, there might be a power overload, too much current is being drawn from this tv card and therefore your pc is working harder to run your system, make sure you have a good power supply or replace the power supply too a more potent one. Also make sure your motherboard is compatible for it. Good luck...

System won't start, power retries every 1-2 seconds

Make sure your smps power supply of cpu is working fine.
Make sure motherboard is not ground with cabinet cover.
Pull cmos cell from motherboard for 10 minutes then put it into it's position.
reattach the RAM memory into slot also make sure ram is fine.
Clean dust from all parts.
Reattach processor and it's fan.
Reconnect pci card or vga card if any.Then check.

Yes, for the most part. I ran a tv tunercard in my old 486.. But , you also need to keep in mind that the tuner card has to 1) Match an empty isa/pci/agp/pci-e slot on your mainboard. 2) Have drivers available for the operating system installed on your computer. 3)Have a tv signal available (cable, satellite OR antenna)

Light on front flashes red, beeps, won't start

For that open cpu cabinet
Reattach the RAM memory.
Open processor fan and processor reattach both.
Make sure motherboard circuit could not ground with cabinet.
Remove pci cards from motherboard if any.
Reattach VGA card if installed.
Then check.

All of today's computers rely upon maintaining the Processor / Motherboard / Video Card / Several onboard chipsets in a moderate state of temperature that is they must be kept cool. The screeching is there to let you know that the temperatures are getting above reliable boundaries. The most important heat sink in your computer is the processor HS as well as it's fan. There are HS fan combo's that can be purchased for less than $30 unless you want to purchase more elaborate HS fan solutions. The important part now is to ensure you are searching for the correct HS since there are several different types of sockets for the processor. The correct HS you will be searching for is a "Socket 462" or "Socket A" Heatsink. If you decide to purchase Heatsink compound don't use too much compound it will be worse than not enough compound on the processor. If you are using Windows 2000 or newer Microsoft OS's there will be issues with the potential upgrade of replacing the MB / Processor / Memory combination. So if you decide to upgrade the computer back it up.

Hard to understand what you mean. 

Make sure all the neccesary software and drivers are installed, and obviously make sure your TV signal is strong enough.

I don't recommend removing the cooling fan from the CPU. Taking away the cooling system will cause catastrophic overheating, and you'll burn up the processor. Perhaps first you should try adding an AGP or PCI video card to the system, and see if you get display output that way.

You also may need to check Intel's specifications for that motherboard, make sure the processor you have is supported by the system. If you try to use a faster cpu than what the motherboard is rated for, you'll always have trouble.

make sure your power earthing is fine,pins grounding is ok,its normally by grounding problem,check every rhing focus with this suggestion
