Question about Canon imageCLASS MF8170C All-In-One Laser Printer
In my office this error message E021 came up today, too. So I called customer service to solve this problem.Operator advised me to shut off the power suply with pull out source plug about 5 minutes, after that, put plug in socket again.
If error message E021 still comes up,it needs repair(fix) by cannon support because of breakdown.

This is really the answer after days of searching and testing.
Remove the drum cartridge. Just below it there is a plate with two screws, remove it. under that there is a roller about 3"-4" with. Sand it! Really! The error is caused by the paper not arriving at the next sensor in time because the paper slipping in the rollers. They get glazed (common with the old HP4s) use 400 grit paper and scuff it side to side to break the glaze.
Also use the HP2500 service manual easily available on the net. It's the same engine (bottom half of the Canon).

I had a similar problem come up, and the best advice I can give is to
reseat the various parts (drum and toners). I am not sure exactly how,
but the printer functioned again without having to replace any parts.

In my home office this error message came up, E021. I opened the Printer cover, closed it, unplugged and replugged and got a Paper Jam message. I removed the paper jam and did the cover/plug routine. Now I have a message CHECK PRINTER OPEN AND CLOSE COVER. But I can't find anything wrong! I have been searcing for an explanation of the error message online, but haven't found that either. my printer may be infested by aliens.
The best advice I can give is to reseat the various parts (drum and toners).
