When I turn on my Panasonic DMC-FZ28 Digital Camera I get a message stating that the lens cap is still on when in fact the cap is nowhere near the camera.I am able to view the photos on my camera but when I switch the function to take a picture I receive the error.
The problem is that the lens has become stuck in the barrel. There are some DIY solutions you could try, but the
probability is that you will have to get it fixed by a professional.
Use
these at own risk as it may further damage the camera.
Firstly ,
try connecting your ac adapter or usb cable.
Try holding the
shutter button while switching on the camera.
Look at the lens ,
and if some of the lens 'circles' is misaligned or not concentric then
try wiggling it (while holding camera lens down).
Try gently
pushing or pulling the lens when it extends but this is risky as it may
cause the lens barrel to slip out of its guidance system.
Another
way to do this is to place the camera lens down on a hard surface and
then power it up. Be sure to use a soft cloth or something similar as to
not scratch your lens or casing. Let the lens push the camera up and
down a few times and sometimes the little resistance provided by the
camera is enough to get things going again.
Try hitting your
camera near the lens on the body with the soft tissue on the palm of
your hand.
Other than that , I would take the camera to a repair centre for a evaluation to see if it would cost more to repair than to
replace the camera.
If it is still under warranty I would suggest
you take it in before trying any of these steps and remove any
off-brand batteries or accessories as some stores are really fussy about
warranty repairs on camera's with non-brand accessories.

Lens probably does not extend or retract because of debris or a misaligned gear box. The
lens can in about 50% of the cases be repaired without having to replace it. Try to
return to manufacturer first. If you're out of warranty, there are
third party place that fix them such as camera lens repairs. If you want to do it yourself, there are also free camera repair guide websites that show you how to replace the lens, the replacement part is usually available on ebay.
HI there the camera lens guide pin is damages and thats why not zoom the image properly . You got the system error message. So you need to replaced or repair the lens guide pin. Thanks.
I have the same issue with my 3 month old Lumix DMC FS15 plus it won't focus and gives the error message to "turn camera off and then on" This doesn't fix it.
Bottom line fix: Don't buy this camera again and don't recommend other buy it.
I had the same problem with mine after I dropped my camera when it was opening up after turning on. It feel directly on the lens and ever sense has told be to remove the lens cap. I’ve disassembled the camera and discovered that the zoom motor drive assembly has a small set of plastic gears inside that are quite fragile and like mine are easily broken. You’ll find the zoom motor after taking the back assembly of the camera off. It’s located on the bottom left side of the lens assembly if you're looking at the camera as if you were taking a shot.
