Question about Hoover STEAMVAC VACUUM Vacuum
This sounds like your Brush Turbine Gear has gone bad to me. Especially when you say that it has a funny odor to it, this is a tell-tale sign that the turbine gear has gone bad, especially if the rest of the machine is running fine, spraying and sucking water back up.
Here's a link that I've written previously that explains to you step by step on how you can diagnosis the problem on your Hoover SteamVac of your brushes stop spinning, as well as a step by step guide on how to replace the turbine gear if that's what the problem is.
