In order to boot up your pc you must first check a few things.
Remove the screws in the back of the PC and open the case.
Carefully poke around until you find a hard drive. If the wires are in the hard drive [ commonly known as HDD - or hdd or Hdd] then remove all the other components or CARDS. You will see them in their 'slots'.
Remove all the sticks of RAM except 1. Remove all other cards except the video card.
CLEAN EVERYTHING WITH AIR - - Canned AIR is about 5.00

Plug in the monitor and tun the machine on. Wait a full 10 minutes for the pc to come on and operate. IF NOTHING happens you either have a bad POWER SUPPLY, a bad VIDEO CARD or a bad Hard drive and or NO OPERATING SYSTEM.
Insert the operating disk. If the machine starts to reload windows try a REPAIR windows first. If that doesn't succeed -reload windows from scratch and this should get you up and going. You will need to upgrade your skills by reading - reading and more reading on this.

I'm locked out of my computer, does not recognize my password

You need another computer to make one of these, but make a EBCD, emergency boot CD. With this made, boot failed computer to the CD by hitting the boot sequence or similar message on initial powerup (BIOS). Then follow instructions once this CD boots up. See link below. EBCD Reset Windows passwords

Need a boot disk, I do not work

It sounds like you need a boot disk for you operating system or you may have left a disk in your computer. In order too download a boot disk you will need to know what operating system you are using. You can try googling a boot system or go to a repair shop. the shop might sell you a disk or have you bring it in. I don't know if it is legal to download or buy a disk.
If you down load a boot file you will need to copy it on a disk on another computer. I am assuming your computer is not booting up. (Boot up means to turn on the computer which brings the system up). Sometimes one needs to go into CMOS and tell the computer which disk to boot from or other settings. If you don't know how to do this it is best to leave it to a pro as you can permenantly damage your system.

I its need to restore my optiplex 740 dell computer to factory settings.

Place your operating system disc in the ROM drive restart computer and restore the windows software it will do the rest for you. If you need drivers go to they have them there one the restore is done.
If the CD will not boot up it is because you will need to change the boot to boot from CD as the first boot. Hit F2 when you restart the computer. This will get you into setup then go to boot sequence choose CD first Hard Drive second boot hit F10 to save. Off you go. John

No bootable device---insert boot disk and press any key what do i do

The Hard disk failed to start. You have to check weather the HDD wiring is connected properly. If it is, and still no boot device, you probably will need to change the hard drive.

If you want the computer to boot from the CD, you need to tell the computer to boot from the CD. At start up the computer runs through each device one at a time and tries to boot from it and it will boot from the first device that has a boot log. Right now your computer is set to boot from the hard drive before the CD drive.

Always back up your computer before going into the systems bios menu.

After a backup, upon starting the computer, press F12 when the bios selection appears shortly before the operating systems starts. Once in your bios menu, go to the boot order and tell your computer to first boot from the CD then your hard drive; then your disk drive if you have one.

After you are done, you can go back into the bios menu and change it back to booting from the hard drive first.
