I have white horizontal lines about 2 inches at top of my tv
I have a 32 " Toshiba 32A14 model Nov 2004 tv the last year or more white horizontal lines across top of screen and black bar at very top so no picture the top one inch of screen then the bars for about 2 inches below that..have little money can I buy the part myself, I live in Ontario, canada..what is wrong, what part I need and how to fix this?

You have some bad grounds on the Vertical IC. In addition to this, in the immediate area of this Vertical IC, are a few bad capacitors. Look for this IC mounted on a large heatsink. It may have seven pins . I cannot remember for sure. I have not worked on this particular TV, so I cannot give you specific locations. But I assure the problem is in this area! If you have some electrical experience you can pull this board out. In this case only the caps need replaced and the IC resoldered. Good Luck and thank you for asking. thir is somecondensers on the tv needs to be changed especialy on pwer supply and vertical circuit it is easy fault but needs technication,,,but first be sure thir is no floresent lamp common with the same supply of the set
You aren't specsificly dercribe yor tv set. For common TV horizontal problem ;i.e : White line accross the horizontal screen, horizontal band,etc..it's can solved by replacing the IC Vertical/Transistor, and olso to replace the cap nearest the IC.
For common TV Vertical Problem :i.e : White line at the center of the screen (top to bottom),Vertical band,etc...It's can cure by Replacing the Horizontal IC/Transistor,and offcurse the cap's.
This is a symptom of what is generally a leaky or open filter capacitor in the vertical sweep circuit. Vertical foldover, where the image actually is reflected upside down an inch or so into the top of the picture, is common in this problem. There is an IC that controls the signal and sometimes it needs to be replaced, but more often it's one of the filter capacitors nearby. Any competent technician can fix this problem and the capacitors only cost $2-3 or so if you can find the correct value at Radio Shack (that's if you pay full retail for them). A good service tech will probably have these on hand. Testing them is easiest with what's called an ESR meter (stands for Equivalent Series Resistance) and the better ones don't require you to unsolder them from the circuit board before testing. The most expensive part of this repair is going to be the technician's labor. They're good TV's, this is just a problem common to most TV's in general - mostly due to aging of the capacitors from years of heat. A higher quality replacement capacitor will solve the problem for the life of the set.
This symptom is characterized by a thin horizontal line in the middle of the screen. This symptom is caused by the absence of the deflection sawtooth current in the horizontal deflection coil.
The trouble is easily isolated by a continuity test and by checking the most likely defective components such as A)open vertical linearity compensation transformer, B) open capacitor and C) open horizontal deflection coil.
Be sure to decrease the brightness first before trouble-shooting if the line is very bright,as it burn the phosphor screen..
horizontal lines = horizontal sync off . mitsbishi always seemed to have this problem .. on the older sets I would take the back off and inside deep on the board i would adjust a pot and sync it right .... and never had a recall, maybe your newer model has this too .. this little control,
