Pull the pin up wait and see if it comes on you will know then. Most do pull up but there are a few that have the pin that has to be shoved in. 90% however do have to be pulled up to set the timer for off and on.

Testimonial: "The problem was trying to decide if the pins up or down turned it on and off. I think I have it figured out now. UP (i think) makes it turn off & on."
have 6 Intermatic timers in my office now, and test all brands of timers
for programming and wiring difficulties.
Usually I avoid questions about new timers that don't work ... because customers are dissatisfied when there's no clear solution or timer is busted.
However this sounds like Christmas emergency, so I will give my best here.
With troublesome timers:
1) I write out instructions while pushing timer buttons.
2) Work on it later
3) Pull out battery for 30 seconds to reset and reprogram until thing makes sense.
4) Some timers are simply defective.
One guy last week had HB88RC that skipped over automatic, so MODE button must have been bad.
Another guy today had 2 defective timers, which made me suspect receptacle needs line analysis.
a) Plug timer in another part of house to double check line is not interfering with timer electronics.
b) HB88RC programming steps are straightforward compared with other timers.
This leads me to believe there is some small thing missed or line is bad, or timer is defective.
Here are trip-up points that might apply to you.
c) I suggest take battery out for 30 seconds and start over.
d) Current day has to be set.
Hold clock button down while setting current day-hour-minute.
Current time displays when timer is operable, and keeps time when set.
e) When programming, each event requires ON time and OFF time.
You understand this concept.
For example event1 ON has to be set and then event1 OFF has to be set.
Then set event2 ON and then event2 OFF.
Press program button until 1 ON displays. Press day button until all-days show > Hour 4pm > MIN :30
Press program button until 1 OFF displays. Press day button until all-days show > Hour 11pm > MIN :30
d) When programming is complete, press Clock button. Current time displays.
Press MODE button to set to automatic.
e) When programming, check screen carefully to make sure 1ON appears, and then 1OFF appears in screen exactly like Fig1 and Fig3.
f) Each ON time requires OFF time for same choice of days. For example ON Tuesday and OFF All-days-of-week will not work correctly.
g) ON 7pm Tuesday and OFF 7pm Tuesday will not work.
h) Conflicts in programming cause some timers to skip programming: For example event1 says ON
7 pm Tuesday and OFF 9pm Tuesday, but event2 says opposite. This is why I suggest resetting timer.
i) Does manual override work correctly? Press MODE button until ON-OFF shows. Are lights burned out? If MODE button does not override timer and turn Load on-and-off, then I suspect timer is busted. Plug in different type of light and try MODE button again.
j) Plug another type of light into timer, for example table lamp. Christmas lights are incandescent or LED. Timer manual does not include or exclude LED or CFL bulbs. Some timers work with specific types of Loads, but this timer manual doesn't exclude certain Loads.

I don't have a manual for Grasslin G1921 timer.
You posted under photo of GE15079 which coincidentally has same buttons, but may or may not have same programming
