1. How old is the camera? It may be in need of driver upgrades to be compatible with the Skype requirements. It could be that is is at the "end-of-life cycle and no longer supported.
2. You didn't specify if it is attached to a laptop or is it "stand alone."
2. Is it Windows 98, Windows XP, or Windows 7 compatible??
These are some thing to consider when using the skype or any web based program.
Your devices must be compatible they will not operate properly or not at all.

click start control panel view devices and printers you should see your web cam from there
if you are have trouble with your web cam
click start control panel administrative tools ,computer management ,device manager scroll down
image devices you could see a yellow question mark ? right click to reinstall drivers or update driver
this will vary depending on your operating system
