The problem might be the "flex" on the keyboard. You can open the laptop by unscrewing the bottom part and removing the plastic top on the laptop (between the display and the keyboard) and make sure the flex (the cables) coming from the laptop to the motherboard are tight and well connected. If you are not sure or have NO expecience doing this, I suggest you go to a repair shop. I hope this helps

You can try to clean under the keys with a can of compressed air, and see if there are any results. If not, your keyboard may be damaged and may need to be sent to Dell for Repairs.

Sounds like your keyboard is sticking

Unplug the keyboard and do the following

Look on the bottom you should see some screws, remove the screws and leaving the keys facing down, pop the two pieces apart.

Leaving the electronics aside you can now continue with the following instructions
Ok, once you have the two pieces, all of the keys should stay in there proper place, take and soak that in the sink with some soap and water.
Moving all the keys to get the water to flow through.
Then dry off the Keyboard and vacuum all the excess water off, then replace and screw back together, you should be good to go.

I wouldn't recommend a dishwasher, this could get to hot and melt the keys

Keyboard Fn key

Try hooking up and external key board see if that works ok, and if it does you may want to try to find a new or used key board for your laptop. The key board may be shot, It should be fairly easy to change to a new board, Hopefully That will help you diag. the problem..
