It is not a standard serial cable. It has different pin-outs.
You need to find the original cable or puchase one from HP.
I think they make serial cables where you can change the pin-outs but you would have to find one and figure out the correct pin-outs.

Is the cable USB or SERIAL?
make sure serial port IRQ is enabled in BIOS
ALso make sure you are using x64 and not x32 drivers for UPS
ALso try getting a USB cable to connect to your UPS device
