Troubleshooting/cant see the screen and is fully charge
Ok so let me tell you the story of the day that one of my friends broke my camera ok. i was showing my friend a picture in my camera and suddenly another friend of mines pushes my arm and my camera in my hand fell and it was on. when i got it back up i didnt know what to do. so i tried charging it but i couldnt see the screen. so i know is charge but when i turn it on i cant see anything and the front of the camera where you see threw it kept going in and out and it was open while the camera is off. please help me. my camera is red. digital camera. olympus fe-280

That sounds like a "lens error". I would recommend sending it into casio repairs and they can fix it for you. They can be reached at 800-706-2534 and keep choosing option 2. Tell them you have a lens error and they will tell you the closest place to send it for repair.

Mistake #1. Letting a "friend" use your camera.
Mistake #2. Believing a manufacturer when they tell you the camera is waterproof. The only real waterproof camera is one encased in a plastic waterproof case.
You can check your battery with multi meter is that ok or not.Other way check with any friend camera
You confirm battery is ok.As you says battery fully charged then must be problem with Main board.
After confirm Battery ok you need to replaced Main board.Main board can be repair but need so Tool which is only have in service centre so go to your near service centre to fix it.

how old are the batteries and how many times they were charged without being fully drained can cause a short life for the battery. Try a new battery-fully charging it properly, but dont charge it again till it goes off by itself completely. If you have a wall charger, plug your phone in. If it stays on that way, check your 'power save' settings. That can also make your camera shut off. Try these steps first and see if it changes the 'battery' from being empty to full and stays on. hope this helps
If you have the mativa program you can hook the camera directly to the computer and not need to finalize the disk,
I checked the book and the steps to finalize are,
(1) DIAL ON SETUP AND TURN ON CAMERA
PRESS THE ARROW RIGHT ON THE CONTROL BUTTON THIS PUTS IN ON FINALIZE
PRESS ARROW UP ONCE, THIS IS THE OK BUTTON
PRESS CENTER OF CONTROL PUTTON
SET ON STABLE SURFACE AND MAKE SURE YOUR BATTERY IS CHARGED, OR CAMERA PLUGGED IN,
PRESS CENTER BUTTON AGAIN

I do have a DSCT100 cybershot and encountered the same error.
I did a lot of troubleshooting to resolve this error. Here are some tips:
First, make sure the camera has fully charged battery. try to replace the memorystick if possible. If you dont have an extra memorystick, try borrowing one from friends and check if the error will appear. If it does it is a problem on the media.
You could also remove the battery for a few minutes and try again.
If will not work, set the unit in PLAY mode before turning it ON or
immediately right after you press the power. If it successfully gets
through the PLAY mode, initialize the settings and restart th camera.
You could initialize it by going to the menu and then setup.
Possible failed battery showing fully charged but actually not -or even charger.No reset]
Disconnect from the wall socket- re connect and tell us if the battery is now charging.
If show full- replace battery.
Also tell Sony customer support
Its broke Baby Girl, its broke.
As it is not new you will not get much joy from Canon - though you could look up their web site and tell the tale to Technical Support.
I tell you this because if it is more than year old - nobody is going to mend it.
But if its a model that had a problem- they might - just might swap it for another one.
