You need to have the internal plug rebuilt on your motherboard, This is a simple fix. If there is no warranty or it's over a year old, If you want I can take a look at it. My e-mail is you can contact me through there.

Wont charge

The DC plug in the laptop is worn/charger plug, or the DC jack in the laptop is breaking away from the motherboard.

Why wont my eeepc charge ???

There could be three very good reasons I can think of immediately.

1) Check your power adapter to be sure it is working properly. You may want to find someone with a voltage meter to do this.

2) Check the power adapter plug on the laptop. These plugs are bad about becoming loose over time. When we use our laptops we tend to move them around especially if we are holding them in our laps. This causes the adapter plug to be pulled back and forth which can actually break it from the motherboard inside the laptop. No charge.

3) Be sure your battery is still good. Batteries can go bad like anything else and many times are the reason the PC won't charge.

My laptop wont go on but it was working fine and is charging as normal

Take out the battery and plug it into the mains and see if it powers on. It should do so unless the power switch or PSU has been damaged.
Also check the power adaptor is firmly plugged in and working properly.

My charger is not getting a ground connection when i plug in to charge

If the outlet is properly grounded and connected and the battery charger is properly connected I would look at the Power Supply being bad unless you've had damage to the plug.

Toshiba Laptop wont work unless plugged in, i recently bought a new battery think that the battery was the problem and still it doesnt work unless its plugged in. please help me!

Go to CONTROL PANEL / POWER OPTIONS / POWER METER. Is the battery charged or charging?

If POWER METER says the battery is charged, you have a motherboard problem. Take it to a tech.

Do you have a voltmeter?

Remove the battery and check for voltage at the laptop's battery contacts, while it is plugged in. No voltage = charging circuit defect. A blown internal fuse or other motherboard problem. Take it to a tech.

Voltage OK or no voltmeter - take it to a tech.

A qualified technician should have a schematic and other technical documentation for your model It can be rather difficult (expensive) and hit-or-miss to locate possible fuses without the factory paperwork.

Good luck.
