The standard monitors resolution is fixed at 1280X760 beyond the monitors capabilities.
You will require a HD monitor with resolution at 1920X1080 = 1080P
1366X768 + 720P

OK, you simply have to setup the Video setup correctly, you MUST have the latest drivers, for the PC, then you need to setup as an Extended Desktop, also the initial screen resolution, need to be set so the TV can display it. These settings must be all done before you can use the PC & TV, as a monitor, As related you MUST get the latest Driver, for your Video card. If you have an ATI or an NVIDIA, card, they all have "Control Centers" that allow one to setup the multiple desktops, all in the one place... you didn't say, what your "Connection" to the "TV" was, Composite, Component, or HDMI. IF Using HDMI, again you MUST download and install the latest, HDMI driver, which is usually a separate download, & install.

I accidently hit recall on my monitor settings. I now have a smaller veiwing screen with black edges

You didn't say which OS you're using but it sounds like you've changed the aspect ratio of your video signal. Different screen resolutions have somewhat different aspect ratios. The aspect ratio indicates the ratio of the number of pixels of width to those of height. For example: my video driver offers a resolution of 1280 x 960 or 1280 x 720 which would give screen aspect ratios of 1280/960 = 1.33 :1 and 1280/720 = 1.77 : 1. The latter would produce a narrower image. You can compensate somewhat by increasing your horizontal sweep voltage with your monitor menu. A better solution would be to select a resolution that more closely matches your monitor's screen size.

Says that it is out of range 75hrz

Your graphix card are trying to output a 75hrz picture, while your monitor probably does not support more than 60 etc. Most LCD's today only support 60, while earlier CRT's often supported 75 etc.

Have you changed your monitor lately? If so, change it back, go to where you change monitor resolution. Then you will probably have to choose advanced settings, and monitor or something like that to find where to lower the hrz. Need to know your Os to say exactly how.

You are trying to display standard definition TV 4:3 ASPECT RATIO to fill up the 16:9 screen and that is what you will get. You need to use the 'APSECT', 'P.MODE', or 'WIDE' button to set correct aspect ration to match the video source aspect ratio. Please see you owner manual for more details.

1280 x 1024 at 60 Hz (optimal) resolution is the maximum resolution with 16 color if the other computer had it on 32 bit color setting or the resolution of the monitor aspects ratio changed than it will not display anything on your computer
Solution is plug in your old monitor and change the settings to lowest with the aspect ratio as what the screen size is then plug in the new one that should do it

My Sister has a dell monitor and a emachines tower, She cant get the monitor to turn on. is it compatible? Or is there something else she should try cause she has it hooked up right.

They are compatible, make sure your connectors are right... If the emachine is using a graphics card, make sure it is hooked up to the greaphics card not the motherboard but if you do have it hooked up to the graphics card, then try the motherboard's video output.

22'' LCD monitor aspect ratio is off.

Set resolution to the native 1680 x 1050. Then, using the buttons on the monitor, go into the monitor's menu. go down to "Image Setting", go to "HDMI Mode", then select "PC Mode". This should help everything fit on screen correctly.
