My comp in not starting, showing blue dead screen, What should i do fist?

Use your restore disk, or if you have a Windows OS disk, bootup with that.
When you see the screen that gives you an option to "Repair Windows" hit the "R" key. You will be taken to a DOS prompt. Choose the Volume you want to repair (Usually number 1) then it will prompt you for an Administrator password. If you have never put one on the system, simply hit Enter. The it will take you to "C:\Windows" Type in the following...
"CHKDSK /R" (without the quote marks and hit Enter. Let chkdsk utility see if it can repair the volume. It will prompt you when it is finished.

What does it mean by dead cells?


I assume this is related to your LCD monitor.
I think you mean dead pixels. The LCD monitor has tiny pixel elements, one for each red, blue, green color and each one of these colored pixels are turnes on by a transistor. When a transistor fails then the colored pixel it controls does not light up. This is a dead pixel and it shows up as a tiny black dot.
If the screen displays a blue screen, a dead blue pixel will appear as a tiny black dot in the blue screen.
You normally would not notice a few dead pixels unless they are grouped together.

do a power drain 
- shut down the comp, unplug the adaptor and unplug the battery
press and hold the power button without any power connected to the comp
- plug the battery and plug the ac adaptor and turn on the comp

When i start the conp it shows the blue light for like 10 seconds


when when comp has started press ctrl+alt+delte >>go to file >>> run or add process>> then type eplorer.exe

it will show u the desktop...

i'd say you are suffering from a hard drive breakdown, perhaps...can you boot from a CD?
