The fan and humidity sensor working properly (shows humidity level and change it if I am breathing on the sensor. Please help me find out what is wrong

Bryan, it may imply be a case of the humidity extraction level being set to high. Lower the level to 35% and see what happens. As far as the fan running is concerned. Most dehumidifiers are designed for the fan to run, even if the compressor doesn't turn ON. It's designed to keep the air circulating and if the humidity rises above the setting you have it on, the humidity sensor will pick up this change and turn the compressor ON.
Also, remove the air intake filter to see if it's clogged and needs cleaning. Maintain at least a minimum of 12" of free air space all around the dehumidifier. Poor air circulation will prevent the unit from working properly. As will, to low an ambient air tempeature. Most unit struggle to work at temperature between 40 & 60 degrees F.
Hope this helped you to troubleshoot and solve the problem. Please let me know. Thanks.
E1 code for the primary humidity sensor behind right side grill. Unit MUST be unplugged from outlet. Take right side grill out, unplug sensor from wire socket and plug back. If no help, you need new sensor.
I had this to. Check to see if there is any packing tape just above the tank. The tape on mine was not tapping the tank shut; it had been there for a year (not interfering with anything), but i pulled it all out anyways, and the tank let go!
this part is the indicator to activate the interlock that stop your deshumidifier when water tank is full.
It activate a switch on the top right of the placeholder of the tank. when the switch is relaesed it tells you either thank is not there or full and light a red signal.
the center of the wheel should be back the pivot. if the pivot is broken, i don't suggest you to forced the switch activated unless you use the direct drain, or you might have water spilled over a full bucket!
Check your tank. Remove it and look to be sure that there isn't any shipping foam or foreign objects in the area which may be keeping the safety switch open. If the area is clear check the switch to make sure that it is not stuck and it moves freely. If that is OK replace the tank and make sure that it is installed completely and correctly. Try it again. If it still does not work I would take it back to the store and have them check it out under the warranty. Good luck.
