I understand that the burners and broiler are working in your Frigidaire range, model# PLGFZ390ECB, but the bake element does not work. I also see that you have replaced the igniter and it is still not working. I suggest contacting your local authorized technician for further assistance. If you mean the oven gas valve, it only takes 3.3 volts ac to open the valve, if you accidentally sent 120 volts to it, you'll need to replace it. Pull the wires off the terminals and check for continuity through the coil to verify.
If on LP, you may need to change the jets on the burners on top. Most times, when oven and broiler work and top doesn't, and you have spark, your jets are wrong size. Look on back of unit for a cardboard attached to unit, should have jets stuck to cardboard, if notgo to store where you bought unit and buy jets.
The oven gas valve coil has failed Need to replace. Go to repairclinic.com and put in the model and order the coil for the valve. It controls the gas valve.

the oven ignitor needs replacing, this is the part that makes everything works, it's a glow coil in side the oven, nest to the burner, that is the electronic pilot, when it goes bad the safety valve, the one that sends gas to the oven will not open to light the oven burner.
replace the glowbar just because it glowes doesnt mean its good the one you want to replace is the bottom one take the racks out and remove the bottom panel there are two screws remove the then under that will be a flame spreader remove that under that will be the burner bar and ignighter
