Error Number : 1403 Print head problem. Remove the print head and then re-install it. If this message appears again, the print head may be faulty. Replace the print head with the new one. what is this?

This is consistent with any of error codes 1401, 1403 and 1405. It indicates a problem with the print head.
Per Canon the resolution of these errors 'requires the assistance of a Canon authorised service facility. Please use the link at the top of the page to locate your nearest facility.'

Error 1403

hello this error means that the EEPROM data of the print head is faulty so is a problem with the print head,
Install the print head properly,and close the access cover. Or, with the print head installed, turn the printer off and on, i hope it will help And please check the below link to get the service manual for ip4000 it will be helpful:
